For the street?
Gah- Im kinda biased but Id say Muay Thai. Its similar to kickboxing but has some slightly more deadly moves.
And its just the thing that works best for me.
Thats why youll get different answers: different people have different skills and mind sets; so different arts.

Kali is a Filipino Martial Art that is very effective in realistic, street fight scenarios. Talk with Luther about it and check some of his posts about it. He has a recent thread on different styles, and he discusses Kali in it.
As far as which is best in terms of effectiveness, effective to what end? Are we talking, "This is some serious shit, and I need to do whatever it takes to immediately save myself from this situation!"? Or maybe just, "Well, I mean, I wouldn't want to kill him. That would be taking it too far"? There is a big difference between those two.

Best martial art (FOR....??)
I'd go along ways with Kali/Silat, Muay Thai, JKD, Kung Fu and Ballet.
